Im the one who took this photo. Yes the guy is Black . No he wasnt stealing cars. He was arrested because of drugs. He was running from the police they said stop before we tase. He got tackled, its a bad photo from my camera because i was walking and taking the photo at the same time. The cop's foot is not on his neck. it is behind him. His hair is long because he had dread locks. I sent the picture to my colleagues at work hoping it would brighten up their day about the thefts....it did.
